Is it my internet plan or my Wi-Fi?

That is exactly the question worth answering first, and it is cheap to answer. A wired test at the connection point tells us what is actually arriving at the house. If the line is fine and the rooms are not, it is Wi-Fi and I can fix it. If the line itself is underperforming, you have a case to take to your provider and I will help you make it.

Are Wi-Fi extenders any good?

The cheap plug-in kind usually halve your speed and create a second network your devices refuse to switch to. A proper mesh system, or better still a wired access point in the right spot, solves the problem instead of moving it. I will tell you which your place actually needs.

Can you run a cable to a room instead?

Where the building allows it, yes, and it is almost always the better answer for a TV, a desktop or a home office. One well-placed wired point often does more for a house than any amount of Wi-Fi tuning.
